Metal contamination presents a consumer health and safety issue for fashion jewelry. Because of this, adult and children’s fashion jewelry must comply with Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) chemical regulations for nickel release, lead, cadmium and phthalates to be marketed in the European Union. 

In the United States, under the Consumer Product Safety Improvement Act (CPSIA) regulation, children’s fashion jewelry is regulated as a Children’s Product and must comply with requirements for lead content.  Third party testing is mandatory for CPSIA, and products must carry a Tracking Label and be supported by a Children’s Product Certificate (CPC).

In addition, the voluntary standard ASTM F2923 defines limits for heavy metals such as lead and cadmium. This standard also imposes requirements for magnets used in children’s jewelry, as well as other physical testing requirements. Adult jewelry heavy metal requirements are defined in ASTM F2999. Furthermore, there are various US state laws that define requirements for chemicals, including California’s Proposition 65.
