In cosmetic products, a nanomaterial has one or more external dimensions, or internal structure, in the range of 1 nm to 100 nm. Many regulatory authorities have issued guidance or legislation concerning the use/presence and notification concerning nanomaterials in cosmetic products such as the US FDA Guidance for Industry: Safety of Nanomaterials in Cosmetic Products. 

In the EU, responsible persons (i.e. manufacturers, importers) are required to register cosmetic products on the cosmetic products notification portal and this notification must specify whether the product contains nanomaterials, with their identification and the foreseeable exposure conditions in order to meet the requirements of EU Regulation (EC) No 1223/2009
